You can't stop little kids from running around their own apartment. That's the whole reason I couldn't wait to move out of apartments into a home of my own. Your best bet is to leave when the lease is up and find a place to rent that is a ranch type place in the area you love with no one above or below you. Or you can rent a 2 story end unit townhouse. That way there is no one above you.
